How do you make your declarations to ARTCI?
You must declare your personal data processing operations to ARTCI before implementing them. Why make this declaration to ARTCI in Côte d’ Ivoire? In order to be able to justify the purpose of the processing, the personal data collected and processed, the categories of data subjects and, where applicable, identify data transfers outside Côte d’Ivoire.
In practice, you will perform, as appropriate :
- a request for authorization from ARTCI, if the processing involves sensitive data;
- or a prior declaration in other cases.
What is sensitive data? This includes information on racial or ethnic origin, political opinions, religious beliefs, trade union membership, genetic data or data relating to health.

Let me introduce myself: Mr Léon BRANDRE, Expert in Management and Protection of Personal Data, with a Specialized Master’s Degree in Management and Protection of Personal Data from the Ecole d’Ingénieur du Numérique de Paris and a University Diploma in Data Protection from the University of Paris X.
What are my areas of expertise? I was first Project Manager for Information Technology and Civil Liberties at ACTECIL in France, a consultancy specializing in the management and security of information assets, where I led the project for the gap between the privacy laws of African countries and an understanding of the issues faced by West African data protection authorities.
I am currently, CEO of GROUPE DPSE (Groupe Data Privacy Solution Expert), Premier Cabinet Conseil Ivoirien spécialisé dans l’accompagnement de mise en conformité à la loi relative à la protection des données à caractère personnel et au Règlement Général sur la Protection des Données (RGPD). He has almost 10 years’ experience as a Data Protection Officer in France and Côte d’Ivoire.
